Minna, capital of Niger State, Nigeria is the location where the Council of Establishment consisting of all the Heads of Services of the 36 States of Nigeria plus the Head of Service of the Federation met recently and approved the removal of the dichotomy between the Higher National Diploma (HND) and the Bachelor of Science (BSc) degree.By this action, the two certificates are now at par; meaning, their holders are now to be treated as equals.
Hitherto, the holder of an HND was regarded as inferior to the BSc graduate. Consequently, he/she could not rise beyond the rank of Deputy Director in public service.
The Council, which was chaired by the Head of Service of the Federation is reported to have voted 16 for; and 16 against respectively, leading to a tie. With the Presiding officer’s vote cast in favour of the protagonists, the struggle to get the HND placed at par with BSc came to the end in favour of the protagonists.
